2 Central Government Investment in Water Sector Reached an All-time High
In 2015,the Central Government's investment on water conservancy reached a record-setting level of RMB 168.5 billion (USD 25.9 billion),an increase of RMB 5.8 billion (USD 890 million) or 3.6%over 2014.Among them,the budgetary investment was RMB 81.7 billion (USD 12.6 billion),an increase of RMB 5 billion (USD 0.8 billion) or 6.5%over 2014.The water conservancy construction fund was RMB 2.2 billion (USD 0.3 billion),almost the same with 2014;the special financial fund was RMB 84.6 billion (USD 13 billion),a slight growth over that in 2014 (Figure 1).The Central Government's investment continued to tilt towards the central and western regions,with RMB 70 billion (USD 10.8 billion) for the central region and RMB 73.1 billion (USD 11.2 billion) for the western region,accounting for 42%and 43%of the annual investment on water conservancy by the Central Government respectively.The structure of water conservancy continued to be optimized (Figure 2).
