1 The Annual Target of Launching Major Water Conservancy Projects Was Met

In 2015,the inter-ministerial joint conference system for examination and approval of major water conservancy projects was established.The number of items receiving the examination and approval from the Central Government was reduced.Administrative examination and approval was streamlined.The approval of preliminary design was delegated to lower levels of government.The preliminary work was accelerated.The average time of approval of the feasibility study report (FSR) for major water conservancy projects was halved to about 9 months compared with the past.As a result,the projects were able to begin earlier.Construction of 28 major water conservancy projects began in 2015,exceeding the target of 27 defined in the 2015 Report on the Work of the Government.By the end of 2015,construction on 85 of the 172 major projects for water conservation and supply had begun,with the total investment on water conservancy projects under construction exceeding RMB 800 billion (USD 123.1 billion).
