3 Progress in the Development of Major Water Plannings

The implementation of the 12^th Five-year Plan on water conservancy was assessed.Systematic evaluation on the implementation of the 12 targets set in the plan was carried out.Among them,11 major targets,including water saving,flood control and drought relief and drinking water safety in rural areas,etc.were fully met and the target on "newly-added water supply capacity" was basically fulfilled.Scientific planning was made on water conservancy reforms in the 13^th Five-year Plan period based on the development concepts of innovation,coordination,environment-friendliness,openness and sharing of development results.Development ideas,goals and targets,major tasks and measures for water conservancy were studied and put forward.The compilation of the Report on the 13^thFive-year Plan on water conservancy was basically completed.Centered on the strategies of Beijing-Tianjin-Hebei coordinated development,Yangtze River Economic Zone development and the Belt and Road Initiative,we finished the compilation of the Special Plan on Water Conservancy for Beijing-Tianjin-Hebei Coordinated Development, Special Plan on Water Conservancy for the Yangtze River Economic Zone, and the Implementation Plans of the Ministry of Water Resources on Carrying out the Strategies of the Silk Road Economic Belt and the 21^stCentury Maritime Silk Road as well as other major special plans.
