5 Capacity for Planning and Programming Water Projects Was Further Consolidated

The statistical data in the special reports of major water conservancy projects construction was strengthened and those projects were thus made institutionalized and standardized.A dynamic accounting mechanism was established for major water conservancy projects to track preliminary work,fund use and construction progress.In 2015,12 special reports on the progress of major water conservancy projects Construction were compiled and published to enhance the supportive role played by statistical data services in water conservancy.Other special reports,including the annual comprehensive statistics report on water conservancy,the monthly statistics report on waster conservancy investment and routine statistics reports concerning the water conservancy service industry,were promoted.A trial compilation for the balance sheets of water resource assets was organized.The National Bureau of Statistics and the Ministry of Water Resources jointly issued the Rules on the Trial Compilation for the Balance Sheets of Water Resource Assets (Guidelines on Compilation). Grassroots level investigations and studies regarding the construction of major water conservancy projects,grassroots level water conservancy reforms,rehabilitation of water conservation in large irrigation districts,and the participation of social capital in the construction and operation of water conservancy infrastructure were also organized and promoted,which helps summarize inspiring experience and make trouble shooting possible in the water conservancy at grassroots levels.
